On-the-Job Training Program

Business Approval Process:

Grants are awarded in the order in which the Department receives and reviews the completed application. The review process will be conducted through a noncompetitive process.

Completed On-the-Job Program application will be reviewed within four (4) business days upon submission.

Approval will be based on:

  • Business' application scoring.
  • Businesses past performance history with On-the-Job training contracts, finances, layoffs, relocations, labor disputes.
  • Business' occupational and industry outlook.
  • Business' Training Development Plan.
  • Individual Training Development Plan(s).
  • Job descriptions.
  • Promotional opportunities.

Contract:

The On-the-Job contract is limited to the period of time required for a participant to gain skill sets and to become proficient in the occupation for which the training is being provided. In determining the appropriate length of the contract, consideration should be given to the skill requirements of the occupation, the academic and occupational skill level of the participant, prior work experience, participant's individual employment plan and the job description.

Contracts shall not be awarded to business that has relocated, until 120 days after the date on which such business commences relocation if the relocation of such business or part of a business results in the loss of employment for any employee at the original location, contracts shall not be awarded.

On-the-Job participant is to earn the same wage rate, including periodic increases, as trainees or employees who are in similar occupations by the same employer and who have similar training, experience and skills.
